In a significant shift for telecommunications in the UK, the transition from the Public Switched Telephone Network (PSTN) to a fully digital network has been extended. Initially slated for completion by 31 December 2025, the switch-off date for the PSTN has now been moved to 31 January 2027. This adjustment reflects ongoing industry efforts to address the complexities of migrating from an aging infrastructure to a modern, digital system.
The PSTN, which has long been the backbone of the UK’s landline telephone system, is increasingly seen as outdated and costly to maintain. The shift to a digital network, where calls will be routed through broadband, is intended to streamline and modernise telecommunication services. This change is being driven by the telecommunications industry rather than direct government mandate, with companies like BT introducing services such as Digital Voice to facilitate the transition.
Despite the extended deadline, the migration process is already underway. As of December 2023, less than half of the landline connections in the UK—approximately 41% or 9.7 million—were still using the PSTN. Ofcom, the UK’s telecoms regulator, anticipates that the majority of customers will experience minimal disruption as the transition progresses.
The decision to extend the deadline reflects concerns about the impact of the migration on certain users. The initial target date of December 2025 was delayed due to issues such as the vulnerability of digital phone lines during power outages. Unlike traditional landlines, which remain functional during power cuts, digital phone services require a backup power source to operate. This became particularly pressing after severe winter storms in 2021/22, which highlighted the potential risks of power outages.
The government requested a pause in the rollout of telecare devices due to safety concerns. To address this, the industry has committed to guidelines under the PSTN Charter to ensure compatibility with digital systems and provide enhanced battery backup solutions.
It is important to remember that the transition from PSTN to digital is essential for modernising the UK’s telecommunications infrastructure. However, it needs to be managed carefully to make sure that nobody is disadvantaged. The extended deadline provides more time to make thorough preparations and put safeguards in place, with the goal of ensuring a smooth and secure transition for all users.
